Law 22-280, Public Restroom Facilities Installation and Promotion Act, provides for two pilots: (1) selection of a standalone public restroom in two sites in DC that meet appropriate criteria to be carried out under the oversight of the DC Department of General Services (DGS); and (2) through a BID (Business Improvement District) providing incentives to businesses to make their restrooms open to the public under to be carried out under the oversight of the Department of Small & Local business Development (DSLBD).

As of the end of September, 2021 a Working Group formed by the Mayor is in the process of selecting a standalone public restroom model and locations for their installation and DSLBD is getting ready to issue rules for implementing the Community Restroom Incentives Pilot.

On August 19, 2021 PFFFC’s Downtown DC Public Restroom Initiative gave a presentation to the Public Restroom Working Group with information to be used by the Working Group to select the locations and model for the Standalone Public Restroom Pilot.  On September 14, 2021 we delivered a presentation to to the DC BID Council on what has been learned from implementation of the Community Toilet Scheme which serves as the model fo the Community Restroom Incentive Pilot.
